Qualified Congress announced the results of the Second Quarterly Evaluation of the Sixty-Second Legislature.

Until March 15, 2019, a total of 299 initiatives had been submitted to the State Congress, of which 60 have been passed, representing a legislative efficiency of only 20%.

Of all the legislators, only 5 reached a passing grade (equal to or greater than 6), while the remaining 22 were rejected.

Of the 27 legislators, only 5 deputies have published their «Declaration 3 of 3» in the official portal of that tool: www.3de3.mx. José Antonio Zapata Meraz (PAN), Jesús Emanuel Ramos Hernández (PRD), Martín Juárez Córdova (PRI), Beatriz Eugenia Benavente Rodríguez (PRI) and Rubén Guajardo Barrera (PAN).

In this quarter, no candidate was subtracted from the «notoriously pernicious behavior» indicator score.

The five best evaluated legislators are: first, Beatriz Eugenia Benavente Rodríguez (PRI) with 9 points; in second, José Antonio Zapata Meraz (PAN) with 8 points; in third, Edgardo Hernández Contreras (PVEM) with 7 points; in fourth, Óscar Vera Fábregat (PCP) with 6.5 points; and in fifth, María del Consuelo Carmona Salas (MORENA) with 6.25 points.

The five worst evaluated legislators are: tied in the penultimate place, Sonia Mendoza Díaz (PAN), María del Rosario Sánchez Olivares (PRI) and Rosa Zúñiga Lara (Morena), the three with 0.5 points; and with the worst performance of the Legislature, tied in the last place, Mario Lárraga Delgado (PES) and Alejandra Valdés Martínez (MORENA) both with 0.25 points.

The deputy with the most initiatives presented is the legislator Óscar Vera Fábregat (PCP) with 38. The deputy with the most approved initiatives is Cándido Ochoa Rojas (PVEM) with 5.

The deputies with the most points of agreement presented are Eugenio Guadalupe Govea Arcos (MC) and Pedro César Carrizales Becerra (PT) with 5; and the deputy with the most approved points of agreement is Eugenio Guadalupe Govea Arcos (MC) with 4.

The deputy with more faults in this second quarter is Cándido Ochoa Rojas (PVEM) with 6. The deputy with the most delays is Rubén Guajardo Barrera (PAN) with 6.
