PRD accuses Carreras of politizing insecurity; crime grew in the whole state

José Luis Fernández Martínez, president of the State Executive Committee of the Democratic Revolution Party (PRD), invited the governor of the state, Juan Manuel Carreras López, “that he also talk about the incidents that are in the entire state and that they are also his responsibility”.

“We are calling on the state to recognize that it is a general problem, I have heard statements from state officials that say the highest crime rate is in the metropolitan area”, said the partisan leader.

Fernández Martínez pointed out that there is a political pounding by different actors, mainly from the state government, against Soledad de Graciano Sánchez and the capital, which are governed by the PRD.

When asked if the governor of the state, Juan Manuel Carreras López participates in this political pounding, Fernández Martínez responded that: “I would hope not, it would be very unfortunate that the governor was involved in a matter like this”.

Is greater the crime in the city?

Between January and July 2017, robberies with violence, intentional homicides and rape have increased, both in the Metropolitan Area that make up the municipalities of San Luis Potosí and Soledad de Graciano Sánchez, and in the rest of the state, as confirmed by data from the System National Public Security.

It is true that robberies with violence, both common (to the home, business, vehicles, transporters or transients) and on highways (to trucks, buses and private vehicles) grew exponentially in the Metropolitan Zone during the first seven months of this year.

The increase was more than four times, because in the period January-July 2016, in San Luis Potosí and Soledad de Graciano Sánchez occurred 272 cases, while in the first seven months of this year, cases of crimes of that type reached 1446 incidents.

The rest of the state, excluding the Metropolitan Zone, also had a 51 percent increase in the number of cases of violent robbery, as between January and July 2016, 141 cases had occurred, while in the same period of this year, the number of crimes rose to 214.

Malicious homicides grew similarly in both the Metropolitan Zone and the rest of the state.

From January to July 2016, the number of intentional murders in the municipalities of San Luis Potosí and Soledad de Graciano Sánchez had been 71 cases, whereas in this year, the number of cases increased to 122, an increase of 71.83.

In the 56 remaining municipalities, the percentage growth was 64.7 percent, for in the first seven months of 2016, the number of intentional homicides was 85, while in 2017, the number, until July, reached 140 murders.

As for the violations, the Metropolitan Zone and the rest of the states recorded exactly the same number of cases from January to July 2017: 142.

In the city of San Luis Potosí in 2016, until July, the number of violations was 80, so the increase for this year was 77.5 percent.

For the rest of the state, the growth was more than double, from 70 cases between January and July 2016 to 142 presented in the first seven months of 2017.

The kidnapping was the only crime of the reviewed for this text that had a decrease in the number of cases for the municipalities of San Luis Potosí and Soledad de Graciano Sánchez.

From January to July 2016, abductions in the Metropolitan Zone reached five cases, while this year, the number was two, a reduction of 60 percent.

For the rest of the state, kidnapping cases grew 44 percent, from nine plagiaries in the first nine months of 2016 to thirteen in the same period of 2017.

“Security should not be politized”

The statements of PRD President José Luis Fernández Martínez are a reaction to an operation that occurred last Thursday, around 6 o’clock, when a group of the Intermediate Mixed Response Force (FRIM), the State Ministerial Police (PME), members of the Secretariat of National Defense (Sedena) and the Attorney General’s Office (PGR) were present at the premises of the General Directorate of Public Security of Soledad de Graciano Sánchez. It transpired that the objective of the operation was to comply with some arrest warrants against municipal agents, although the version was not confirmed.

The State Attorney General’s Office (PGJE) issued a statement stating that the operation aimed at reviewing the municipal elements, communication equipment, weapons and vehicles.

The PGJE noted that this type of reviews are carried out in the 58 municipalities of San Luis Potosí and did not give information on the alleged detentions.

To that version was added the government of Soledad de Graciano Sánchez, from where he assured that the revision was not surprise.

Soledad’s director of Public Security, Gustavo Arredondo Mata, said that mayor Gilberto Hernández Villafuerte was aware of the operation, there were no arrests and added that the municipal body is always in a position to collaborate with the federal security forces.

On the other hand, some sources consulted indicated that the Sedena and the Public Ministry did have the arrest warrants, however, the agents against whom they were going to proceed did not appear to the list pass. In addition, newspaper reports indicate that two vehicles were seized, although there is no official confirmation.

Yesterday, the mayor of Soledad de Graciano Sánchez, Gilberto Hernández Villafuerte, informed that the elements that did not attend the list pass during the inspection that the FRIM carried out last week “will be subject to investigation by the competent authorities”.

Hernández Villafuerte admitted that the police evaded the control measure and added that they were asked for the records of some elements, and that they were provided; however, stressed that it will be the competent authorities that determine the results of the investigations that they carry out.

“If there were or are elements we will continue to collaborate because we want to give that result and we want to continue fighting for that image to change and dignify the work of the police”.

José Luis Fernández Martínez called for the administration of justice not to be used for electoral political purposes, “public security should not be politicized, it must be an issue of coordination of all levels of government, regardless of party color”.

The PRD state official emphasized that the Soledad corporation is not exempt from having problems of confidence and operability, however he said “that there is a high diffusion trying to point out that the Police of Soledad de Graciano Sánchez is to blame for all evils”.

He said that the demand of the people is public safety, “I have traveled throughout the state, I have interviewed people throughout the state and the main complaint is public security, the entire state has problems of insecurity, and the one that to pose the problem of public safety to a part where the PRD is governing, because I think it smells like a politic issue to me. Therefore we come to say enough of that patter and we ask that they put to work”.

The PRD remarked that there are policemen of any corporation, not only from Soledad, but state and ministerial, “we have seen many issues that must be investigated and that should be separated from their position to be punished”.

Aaron Edmundo Castro Sánchez, deputy prosecutor of Jurisdictional Procedures of the Attorney General’s Office (PGJE), acknowledged that members of all the corporations, from municipal, state and ministerial are being investigated: “Yes, we are integrating some investigation folders”.

When questioning him about the number of ministerial agents being investigated, he responded that “it is information that we can not give”.

State Secretary General Alejandro Leal Tovías also noted that all corporations could have organized crime infiltrators, so extensive inspection was necessary in all areas.

Regarding the tests of control and trust, the Deputy Attorney for Jurisdictional Procedures of the PGJE, Castro Sánchez, explained that it is a process and an obligation of all who work on the issue of Public Security.

“It is a process as such, that has to fulfill several requirements, this covers several aspects as the psychological side, polygraphic, economic studies and whether they have access or consume any drug”.

He also emphasized that there is a schedule to determine the dates of the application of this test, reason why he considered that they should not be done in a surprising way, since it justified that could be violated the rights of the people and of the workers.

Castro Sánchez added that the C3 is the one that carries out the processes and who determine the dates and schedules of the control and confidence evaluations.

He also said that so far no mayor opposes the revision of its elements.
